Question: Is the district currently out of compliance with any financial regulations or requirements?
Answer: Naperville 203 is in compliance with all Illinois laws, the Illinois School Code, the Illinois Association of School Boards and the Illinois State Board of Education. Board Policy 4:10 outlines our fiscal and business management practices. The district undergoes regular reviews and audits of our financial practices. As a result of those reviews, Naperville 203 has the highest rating of financial recognition from ISBE with a score of 4.0 and has a AAA Bond rating. Most recently, the district also received a AAA rating from Moody’s Investors Service. Additionally, Naperville 203 has passed all audits and DuPage County Regional Office of Education compliance reviews without any findings.

Question: Are Board of Education members required to approve final contracts totaling over $35,000?
Answer: Board Policy 4:60: Purchases and Contracts states that the Superintendent shall manage the District’s purchases and contracts in accordance with State Law. Illinois School Code outlines that any contracts awarded over $35,000 require the Board of Education to approve the proposal. In essence, the board sets the direction and approves the concept, while the administration implements the details and prepares the legally binding agreement in collaboration with the district’s legal counsel.
